JHSC Certification Part One eLearning

Effective May 1, 2020, the Ontario Ministry of Labour, Training and Skills Development (MLTSD) enacted new changes to the JHSC Certification Training Program and Provider Standards. These revised changes include allowing JHSC Certification Part One training to be taken entirely online. The JHSC Training Program Standard, JHSC Training Provider Standard, revised eLearning Instructional design guidelines and revised JHSC provider application guidelines replace the existing standards that came into force on March 1st, 2016. This is an exciting development as it provides Ontario businesses with additional options and channels for accessing the training and certification they need, especially given our current environment.


Public Services Health & Safety Association submitted an application to provide JHSC Certification Part One eLearning to the MLTSD for review and approval on May 1, 2020, and we look forward to delivering Part One training virtually across the province in the coming weeks.

About PSHSA eCert – JHSC Certification Part 1 eLearning


PSHSA eCert engages a diverse set of learners through knowledge application activities, video, interaction with experts and other cutting edge instructional techniques, on top of delivering the required health and safety knowledge foundational to such a course. The eLearning program provides learners with the knowledge and skills needed to meet the learning objectives and requirements of Ontario’s Joint Health and Safety Committee Training Program Standard. This program is applicable to all workplaces in Ontario.


Workplaces that regularly have 20 or more employees must ensure at least two personnel have completed JHSC Certification training. PSHSA eCert covers the first part of the training required to become a member of a workplace Joint Health and Safety Committee (JHSC). Combined with Part Two, it leads to certification under the Ontario Ministry of Labour, Training and Skills Development (MLTSD) guidelines.


PSHSA’s JHSC Certification Part 1 eLearning program is comprised of 9 modules:

Designed with the learner at its core, PSHSA eCert provides the learner with a positive, immersive experience that reflects the very best in instructional design and technology.


The learning resources offer valuable, non-interactive content while the interactive lessons deliver questions with feedback or directed learning with text, graphics, animations, audio and/or video. Knowledge checks gauge understanding of key concepts and provide valuable feedback. There are scenarios, case studies and interactions which incorporate real workplace examples to help the learner relate and apply their learning to their own workplace. Job aids include sample policies and other JHSC forms, useful links, guides as well as a glossary.

Videos are embedded throughout the modules to demonstrate and highlight safe practices and the identification of hazards. Each module also ends with Video Insights to complement the content covered in the modules; these help to facilitate key points or tips from health and safety experts, as would take place in the classroom.


All 8 content modules must be successfully completed and the Insights videos watched by the learner before taking the final evaluation module. The learner must successfully achieve a passing grade of 75% or more in order to receive a certificate and move on to taking JHSC Certification Part 2 training. If a learner does not achieve the required 75% on the eLearning quiz, they may return to the module for another attempt.


The approximated length of time for completion of the self-paced eLearning modules and videos, including taking the evaluation, is approximately 13 hours (2 days).
